Hidalgo County Commissioners' Court/Drainage District Board of Directors met in session on Tuesday, October 01, 2012 and considered agendas that included the following highlights:

COURT HONORS U.S. ARMY CHIEF WARRANT OFFICER II JOSE L. MONTENEGRO

Veterans Service Officer Emilio de los Santos, Commissioner Joseph Palacios, Liliana Montenegro, Reyna Torres, County Judge Ramon Garcia, and Commissioner Joel Quintanilla


Commissioners' Court approved a resolution in honor of U.S. Army Chief Warrant Officer II Jose L. Montenegro, 31, of San Juan, who died on Wednesday, September 5, 2012, in Logar Province, Afghanistan. Montenegro originally joined the U.S. Army in 2001 as an enlisted infantryman, he earned his OH-58D Kiowa Warrior aviator qualification in 2008, and attended the Warrant Officer Basic Course in 2009. He was then assigned to Fort Bragg in North Carolina, serving with the 1st Squadron, 17th Cavalry Regiment, 82nd Combat Aviation Brigade, 82nd Airborne Division. This was Montenegro's third deployment - previously he deployed to Iraq in 2004 and Afghanistan in 2010.  In attendance to receive the resolution were Montenegro's mother Reyna Torres and his sister Liliana Montenegro. His personal decorations include: the Air Medal with Valor 4th device, Air Medal 2nd device, Purple Heart Medal, Army Commendation Medal, Army Commendation Medal with "V" device, Army Achievement Medal with four oak leaf clusters, Valorous Unit Award, Army Good Conduct Medal, National Defense Service Medal, Afghanistan Campaign Medal with three Campaign Stars, Global War on Terror Expeditionary Medal, Global War on Terror Service Medal, Noncommissioned Officer Professional Development Ribbon, Army Service Ribbon, Overseas Service Ribbon 3rd device, NATO Medal, Combat Infantryman Badge, Combat Action Badge and the Army Aviator Badge. County Judge Ramon Garcia and members of the Court expressed their deepest sympathy to his family. Montenegro's family was also presented with his portrait, which will be added to the Hidalgo County Fallen Heroes tribute gallery in the Old Administration Building.

Commissioners' Court approved a proclamation declaring October 1-5, 2012 as Border Bi-national Health Week.  Border Bi-national Health Week’s goal is to promote sustainable partnerships to address border health problems. Border Bi-national Health Week’s intended outcomes include increased community and inter-agency networking relationships, increased information sharing and educational opportunities, and increased awareness of bi-national health councils. This year marks the 2nd Annual HIDA-REY Public Health Conference, which will take place on October 4, 2012 at Texas A&M-Health Science Center, School of Rural Public Health - McAllen. The goal of the conference is to enhance binational public health awareness by educating local graduate and college students and teaching children attending the 43 Hidalgo County Head Start Program Centers about the importance of living a healthy lifestyle.For more information about the conference, visit http://co.hidalgo.tx.us/Calendar.aspx?EID=502


PROCLAMATION DECLARES THE WEEK OF OCTOBER 7-13, 2012 AS "NATIONAL 4-H WEEK" IN HIDALGO COUNTY

Commissioners' Court approved a proclamation declaring October 7-13,2012, as "National 4-H Week" in Hidalgo County. During this week, Hidalgo County and Texas Agri-Life Extension Services join together in celebrating the 4-H youth who have made an impact on the community, and are stepping up to the challenges of a complex and changing world. The Hidalgo County Texas Agri-Life Extension Services will host a number of activities for students throughout the week. In addition, 4-H students from throughout the county will participate at the 7th Annual Palmfest October 6-7 in McAllen and will have a robotics building exhibit for children. 

LAST DAY TO REGISTER TO VOTE

The Hidalgo County Elections Department reminded Commissioners' Court and the public that the last day to register to vote is October 9, 2012. She urged everyone who hasn't registered to do so, before the deadline.  Early voting for the 2012 General Election begins October 22 and ends on November 2. Election Day is November 6, 2012.


PRECINCT 5 CONSTABLE APPOINTS DEPUTY

Commissioners' Court approved the appointment of Jose Joaquin Lopez as Deputy Constable by Precinct 5 Constable Daniel Marichalar.
