“E-DALGO” emergency alerts is a Wireless Emergency Notification System that uses text messaging to relay critical information in crisis situations. It is supported by Inspiron Logistics, which developed the system after the events of 9-11 and Hurricane Katrina. According to a CRS Report to the U.S. Congress, "Short Message Service (SMS) communications could be completed from cell phones (during Hurricane Katrina) because SMS stores and forwards messages when a radio frequency becomes available, whereas calls over telephone networks will not get through."

 E-DALGO means reliable communications when all other forms of communications are down.

WENS has secured contracts with all major North American cell phone carriers to get top priority for notifications. This Tier 1 priority gives WENS the same priority as an emergency official in the congested radio spectrum. In addition, WENS does not rely on a phone call or web access to initiate a notification. That means if all power was out, Hidalgo County emergency officials could initiate a widespread notification from a simple cell phone.

At least 75 percent of households have at least one mobile device, and it is what makes this tool so useful. Hidalgo County can reach a broad base of people quickly and effortlessly.

There’s no need to be in front of a television, next to a radio or even at your computer. The “E-DALGO” system can blast a text message, entered into the system locally by one of the Hidalgo County Emergency Management staff, to more than 30,000 phones in less than a minute.

Hidalgo County emergency management officials can also specify users to receive the messages. For example, the system could be used internally to notify employees of a bomb threat in a building, while sparing the general public from the message.

 “E-DALGO” may be used in the following situations:


·         Hurricanes

·         Flooding

·         Terrorist Attacks

·         Chemical Spills

·         Major Fires

·         Major Road Closures

·         School shootings

Standard text messaging rates do apply based on cell phone providers and rate plans.
