The Department of Budget & Management (DBM) facilitates an expanded role in the implementation of Commissioners’ Court initiatives, policies, procedures and resolutions.

The department is under the direction of Sergio Cruz, Budget Officer.

DBM is structured into three functional divisions:

  • Budget Management Division
  • Strategic Planning Division
  • Employee Benefits Division

Responsibilities
Responsibilities of DBM include:
  • Providing financial information and guidance to Commissioners’ Court and County Judge
  • Providing evaluation, research, and analysis for use by the County departments to ensure efficiency and cost effectiveness
  • Providing guidance and advice to all County department managers, elected officials, and department heads on the financial conditions of their respective departments
  • Assisting with special budgetary requests on a day-to-day basis
  • Maintaining and updating the Budget Application Program
  • Facilitating, coordinating, monitoring, and reviewing the Commissioners’ Court weekly agenda for budgetary implications
  • Seeking innovative approaches to keep workers’ compensation rates and insurance premiums at the lowest levels
  • Overseeing the County’s Capital Improvement Program and Capital Budget and various other special projects
  • Monitoring staffing levels and personnel-related spending
